ACL Yaml Issue with group permissions

Hi AEM Community,

I am generating User Groups and their permissions via AC Tool following the below documentation -

After I deploy an updated YAML file to my AEM server, I can see that the ACLs are successfully changed. However when I "download dump" and compare the local version of the YAML file to the one that I just deployed to the AEM server, I see many different permissions for groups. Shouldn't the two YAML files be identical? (except for out of the box AEM groups) Thanks.
