Banner will not add to collection

Hi, I am trying to create a banner in the DPS.  I have set it up, and am trying to add it to my top collection.  Everytime I try to add it, i get an error

"An error occurred submitting this collection, please try again."

Banners cannot be in the top-level -- I think the error message is new, in the past you could but the banner would not show in the app menu.
