Smart Tagging - Additional formats and changing of automatic tagging period

Request for Feature Enhancement (RFE) Summary:	Smart Tags to also support WebP image formats. The default SmartTags service runs every day at 12.00 AM, it would be beneficial if customers can have control on changing that.
Use-case:	Better managing Smart Tags on assets
Current/Experienced Behavior:	Currently WebP images are not supported for SmartTagging. The SmartTag service run time is also not adjustable.
Improved/Expected Behavior:	Smart Tags to also support WebP image formats, and also be able to control when the default SmartTag service runs.
