Experience Fragments - Add Manage Publication feature

Request for Feature Enhancement (RFE) Summary:	Experience Fragments' variations are subjects of Manage Publication flow
Use-case:	Apply Manage publication feature (as it works now for sites) to Experience fragments variations, so Author users are able: to see button Manage Publication on panel to use first step of Manage Publication with Options: Publish/Unpublish, Now/ Later (with specifying date) to use second step of Manage Publiction with Scope: Add content button on panel that opens EF folder Include children (that adds EF variations in case EF chosen) Include language copies (that adds language copies of EF variation) Remove selection Published references
Current/Experienced Behavior:	Manual selection of Experience Fragments variations Manage Publication is overlay applied to sites
Improved/Expected Behavior:	Manage Publication is OOB feature available to Experience Fragments' variations
