Visit Number Question

Hello!

I have a question regarding the visit number dimension.

Visit number equals 1 does not mean that the visitors come to the site once and never made a repeat visit, Is this correct?

So the visit number equals 1 basically means that it's the first visit, not the only visit.
Using Visit Number, is it possible to capture the visitors who came to the site only once and then never visited again?

I.e

If I create a segment like below, does it capture the visitors who came to the site for the first time (visit number = 1) in the defined date range (this case, Aug 2018)

and then never revisited the site (visit number is greater than 1) during the same date range?
