Push to users option

The push to users option in dashboards, how can we use it to control the flow of dashboards to various users

Can only ADMINS share dashboards?  I can check the SHARED box but the PUSH TO USERS icon does not show after checking it.  I'm wondering if this feature is limited to Admins.

"Push to Users" is only enabled for Admins to share dashboard with intended audience (some users or everyone).
