Is Monitor Resolution’ and ‘Browser Width’ are affected by Windows Scale percentage

Yes to both.

 

I have a monitor which is set to 1920x1080 (scaled to 125%)... Adobe sends the data as 1536x864

 

The browser width is likewise scaled to 1408.

 

If the user also zooms in or out using their browser zoom, the resolution is unaffected, but the browser width changes in accordance with the zoom level (I zoomed in twice and the browser width became 804, but the resolution remained 1536x864).
