Is it possible to have Dom complete time > page load time ?

Understand, but even if the case, the question is technology oriented and not based on the platform. However to answer you, DOM Complete Time should be equals or lesser than Page Load Time on my understanding and should not be more.

Dom complete time & page load time are the metrics from Accessible Site Speed Metrics extension. So i am checking here.
