I don't think so and even if it is, guess this is not the perfect forum for you to get a straight forward answer.

Can you check with web development forums such as FullStack, WebDeveloper etc.,?

Dom complete time & page load time are the metrics from Accessible Site Speed Metrics extension. So i am checking here.

Dear dinesh_kumar_r,

Understand, but even if the case, the question is technology oriented and not based on the platform. However to answer you, DOM Complete Time should be equals or lesser than Page Load Time on my understanding and should not be more.
