Is it possible that Adobe launch rules stop firring if environment is not selected while building library?

Hello All,

 

There is scenario, where library has been build without selecting 'Environment' and in that library added only one data element and just 'save' rules without any changes. That Library is been submitted to approved state and form there it is been rejected and came back to dev environment and from dev, it is been deleted.  

 

Is it possible that because of the above scenario Adobe Rules will not fire for any of the page load and clicks calls?

 

P.s. this is Direct calls rules build.

First off, I don't think it is possible to build a library without having an environment attached to it first. Are you sure there wasn't any dev environment associated with it? Second, unless and until a build has been pushed to production, no changes can happen on production. So unless I am missing some bigger piece out, I don't think it's possible.
