How do I create a segment for non-purchasers that looks outside the reporting window?

i.e. I want to count the number of visitors who visited last week & have not purchased in the last 90 days

You can try creating a rolling/faixed date range for last 90 days, apply that in segment along with order does not exist.

So it could be like:
Date range
And
Order does not exist

Apply this segment in workspace with Week dimension and Unique visitors metric.
