We have been seeing conflicting data produced from the fallout report using Workspace and want to clarify whether using the fallout visualisation includes all unique visitors and not just those who are on a page for a set period/duration?

It's everyone who hit that page. It does not take into consideration period/duration, unless you've set the fallout report to consider it.
