Is there a way when exporting a report data that report title and information can be removed from the .csv and only export the data?

Directly from Adobe Analytics, no - however, you can use Report Builder and schedule it on a recurring basis to get your data exactly how you'd like. You can even remove variable headers so it's literally just the data you're looking for.
