Echoing the above response here. As @Hemang35 mentioned, ECID extension can help consent for AA, but not cover all the GDPR and CCPA compliance. Also, make sure with your legal team that your organization is in compliance with GDPR and CCPA regulations.
Like OneTrust, there are some other cookie consent tools; Osano, CookieYes, Cookiebot. Osano is the cloud based one and it has consent pop-up for privacy regualtions.
