Date range with fixed - rolling dates

Hello All,

I'm wotking on a project that has a special reporting requirement. I need to set a custom date range that has a fixed starting date(1/31) and a rolling end date(today). When I try to do this it sets both dates to rolling. Any assistance is appreciated.
