Breaking down the 3rd dimension in Quick Insights

I created a quick insights project where I want to break down by URL, then Account Name, and then Cities. When I drop these into the dimensions category, It breaks down by URL, then account name, but it only breaks down cities for the 1st account name on the list, not all of them. How can I make the third dimension apply to all account names using quick insights? Or is there another type of project I should be creating?
