It's a while since I've used RP extensively, but does the report refresh manually within Excel?
Is there a date range in the schedule/report in the future, so is it waiting for data before completing the refresh?

If the schedule shows “Refresh in progress” but never gets to “Workbook sent,” a few things could be going on -
Try refreshing the file manually in Excel. If that fails or prompts for login, the schedule won’t work either.
Check the date range, if it is set in the future or returns no data, the export may hang.
Email issues can also cause this. Check spam folders and make sure Adobe’s emails aren’t blocked by your org’s filters.
If the file is too large, it might exceed the size limit and silently fail.
You could also test with a smaller report to see if that goes through. That usually helps narrow it down.

Have you checked for errors in the ARB Scheduled Reports Manager?
Components > All Components > ARB Scheduled Reports
