1.4 API "Get" request returns report_unavailable - Unable to complete report at this time

The 1.4 api documentation lists only one potential error response which is "report_not_ready".  Today we received multiple response of "report_unavailable" with a description of "Unable to complete report at this time".  What does this error mean?  Are we able to make more "Get" requests until the report is available like with the "report_not_ready" response.  Could a full list of the potential error messages be made available please.
