User Alert System in Analytics UI

Request for Feature Enhancement (RFE) Summary:	We have a large enterprise user base that is ever evolving. It would be a great feature if it was possible to deploy alerts/updates to all Adobe Analytics users within the UI so that when someone logs in, they are informed of any changes/updates that the admin has shared with the user base.
Use-case:	User communication -built-in functionality to message or send an alert to your users or user groups through Adobe Analytics or the Adobe Experience Platform Admin Console
Current/Experienced Behavior:	There is no feature like this within the UI. Confirmed with our Adobe consultant.
