Shared Segments not available in Report Builder

I built a segment starting from Report Builder in Excel (pretty cool that I could do that), and tied my data block to it.

Then in the Segment Manager, I approved the segment and shared it with All.

But now when other users try to refresh the Data Block logged into Report Builder as themselves, the segment is NOT used. All of the data blocks that for me are differentiated by segments return to them with the exact same unsegmented data.

Anybody else seen this? Any good workarounds you have found?
