Segment Use Indicator

It would be helpful to have a "last used" type of timestamp or something similar on segments in order to be able to determine if a segment or set of segments is in use or has ever been used to assist with making decisions surrounding segment cleanup initiatives.

This came up for us in that we have way too many segments created by various users and are looking for some quick ways to separate out the wheat from the chaff without eyeballing every segment. We were thinking that if we could see when it was last used, we could throw out ones not used in some X amount of time. What we are doing right now is looking by segment creation date as a guide to whether we can delete segments.
