Resize panel-level segments

Allow users to expand panel-level segments and components.

Segments with longer names currently get cut off when they are used at the top of a panel. Hovering over the segment in workspace will reveal the full name, but does not solve the problem in PDF exports or when the segment is part of a drop-down list.
