Reports & Reportlets - Fixed or Auto Scaling Vertical Axis

Allow us to select Fixed or Auto scaling of the vertical axis on reports - particularly when showing trended Percentages.  Often building Dashboards you'll have almost all reportlets having their own scales. For example current dashboard I have has one reportlet with scale of 0, 14, 28, 42, 56% another next to it with 22, 44, 66, 88%, etc. (See Purple Boxes below too)

Would like to set all to same 20, 40, 60, 80% for easy awareness of relative volumes across all.  Same on Volume graphs would like the ability to set the scale units between marks.
