Make Filter By options in workspace able to be treated as AND or ORs

When I currently add additional components on top of each other in workspace project, these behave as “and” clauses, since 0 counts return.  I would like to make these “or” clauses to join without having to create a segment.  Ref: Adobe Incident: 190924-000457
