IP Exclusion by Report Suite

Currently, IP Exclusion rules in the Admin panel only allow you to exclude IP Addresses on an account-level basis. It would be nice to be able to set these filters up on a report suite level basis, so that different suites can have different IP addresses filtered.

One common use case of this is test/prod suites. If you want to filter internal IPs ONLY from Production Suites, you must do this through a VISTA rule.
