Indicate new announcements in SC15 with an excalamtion mark

Hi,

issue: the "homepage announcements" of SC are moved to the menu item "Notices" in SC15.

Now users can't easily spot, if a new announcement is available.

Proposal: Indicate new* announcements by an exlamation mark near the menu item "Notices".
