Improve Processing Rules for Counter eVars

Right now the only options for Counter eVars in Processing Rules are:

Equals

Contains

Does Not Contain

Starts With

Does Not Start With

Ends With

Does Not End With

Is Set

Is Not Set

Processing Rules for Counter eVars should be:

Equals

Does Not Equal

Is less than

Is less than or equal to

Is greater than

Is greater than or equal to

Arg, it seems that even using Counter eVars "equals" doesn't work... Definite annoyance for a client right now
