Can make available for authority setting of Web Service API?

We need to different levels of authority of Web Service API settings,like Reports & Analytics.

For example,

・Level of Without Authority (Can't read/Can't change the settings)

・Level of USER (read-only/Can't change the settings)

・Level of POWER USER (Read all settings, and Can change the settings only debugging environment)

・Level of Administrator (Read all settings, Can change the settings and )
