Allow to create alerts for multiple RSIDs at once

Would be time saving to create an alert for multiple report-suites at once.

E.g. you want to get an email if PVs drop below X per day (which could identify a code problem). This applies to all suites, but means to create the same alert for a huge amount of suites.
