Allow read-only access to report suite settings

Currently, analysts who want to understand variable settings (expiration, special settings like merchandizing, etc.) either must have administrative access or must rely on documentation provided by others. It would be really helpful to allow a level of access where administrative settings can be viewed but not changed.

With more eyeballs on the settings, this could also have the added benefit of catching errors in settings, etc., more quickly.
