Allow advanced delivery options to be editable in same view as the Data Warehouse request

Allow advanced delivery options to be editable in same view as the DW request.  The current design makes it difficult to know if the advanced settings are right before saving or if they were even saved.  Also, it is odd that you can't specify the time of day for a daily delivery until after it is saved. Why do we have to take this extra step?
