Allow admins to modify scheduled reports/ dashboards of all users

Add feature where admin can modify scheduled reports/dashboards independent of who set them up. This helps with troubleshooting when users run into problems with their own reports. As an admin I can change their password and log in as them, but it would be much cleaner if I can look at their reports and settings to help out
