Add certain plug-ins into the JS file in admin console

I would like to ave the option of adding certain plug-ins automatically in the s_code.js from the admin console. I would like to see a list of the plug-ins and then have a checkbox to automatically add the code into the JS file, so when I download the JS file the plug-in code will already be in there and all I would have to do is modify the plug-in to the correct variable number.
