Gaining/Adding Admin rights to Marketo

I currently do not have admin rights to Marketo. How can I get those rights? Do I need to get permission from an internal person?

Also, is there a cost associated?

Don't think there's a cost, not one for us but that may be dependent on your subscription level. 
It's just a permission setting on your profile, and can be adjusted by any in-house user with administrator rights (they'll have an 'admin' link at very top right of the UI, right before the 'community' button).

Just ask your boss to give you admin access.  That's what I did because I'm the one who has to set everything up.  No cost.
