Does the Email Program dashboard display UNIQUE or TOTAL clicks?

I'm trying to understand the discrepency of the data presented on the email dashboard.  The number of CLICKS far exceeds the number of actual clicks (which I can view in the program members tab).  Does the dashboard show unique or total clicks?  If the latter, then the "clicks to opens" ratio would be irrelevant (since it too would be overstated).

It displays unique clicks.  Can you send me the link to the program?  is it possible that people moved into the next program status after clicks (if you have one)?
