Users mapped to Child org unit can delete profile assigned to Parent org unit in Workflow

Hi,

 

In ACS,  a User mapped to Child org unit can NOT delete a profile assigned to Parent unit in the UI. This makes sense. However, the same user can delete this using the Workflow. Can someone explain this strange behavior? It looks like a product bug.
