Show all "to" addresses in sent email

I'm looking to send an email where all recipients can see the addresses of other recipients in the TO field.

Can anyone confirm whether or not that's possible or if there might be a work-around?

This is not possible.

Technically, Adobe Campaign will send 1 individual technical E-Mail per recipient.

To: is always the information of the actual recipient, you can't have a list of all recipients shown in a mail generated by ACS

I believe it is not possible, as this might leads to data violation problems such as sharing of email address/PII data to other recipients.
