Is there a way to reuse email campaign assets without "Experience Cloud Asset"?

We appear to not have access to Experience Cloud Asset, as we just use ACS 'standalone'.   Is there a way to manage images and assets used in campaigns, without having to re-upload the same images over and over?   How is the storage usage and those assets managed?

The images are stored on the server and there is no library etc. for the images.

Only way to reuse an image is to open the old e-Mail and to copy the image URL from there
