Delivering to the subscribers of an information service

Where can I access this wizard under Information Services to target the subscribers to the information service:

    Hi Jae,

    You can reach this window by creating a delivery and on the delivery editor, click on the To link right beside the section that showcases your target audience, under Email Parameters section.
