Can I send to a list of emails in a file in Adobe Campaign Standard without importing those profiles?

The example would be new customers that all we have is a name and email but we do not want to import them or subscribe to a segment.

You cannot target from a file but you can make use of Transactional email functionality to fire API calls and target them
