There is no single page in the documentation to suit your use case but the information is scattered through the product functionality.
As you might be aware, the email links are tracked and all tracking details are available in the recipient tracking logs table. Each record in this table is linked to recipient who opened the email and also the delivery that this link is part of.
So, you will have to prepare a workflow to get all recipients who opened a link for a certain delivery and then re-use them for targeting.
