i have created 3 typologies with various typology rules on custom schemas , rules have js, filtering, pressure and various conditions and now i want to export these typology and typology rules to another instance , what is the best way to do so i dont miss anything,Do i need to create different packages for rules first then typology or we can do so in same package

You can create a single package, add all 3 of your typology and all its depending typology rules in the same package and export it.
Or if the typology rule is used in multiple typology which is not there in another instance, then you need to follow below approach,
First export the typology rules, But manually remove the <typologies>****<typologies/> elements from the package's xml and import it.
Then, Import the typology as a separate package.
