Typology - limit rule

Can adobe campaign limit the number of sends through a typology ? If so, whats the best way ?

You can do this setup through the Email parameters
To> Edit > Limit Delivery to
If you want to use typology, Depending on your offering, Campaign Optimization can be included or an add-on. Please check your license agreement.
In case you have this add-on then you should be able to create the consistency rule to control the capacity
