Typology Capacity rules is not restricting

I have set up below capacity typology rules to trigger between 10/10/2019 11:05 AM and 10/10/2019 11:30 AM.  But when I run the Campaign which is using this Typology before or after time specified in the capacity.  It consumes the quantity that is setup Initially.

Basically I need to restrict it to use the Initial quantity only during 10/10/2019 11:05 AM and 10/10/2019 11:30 AM.
