Send Email with extract data to a specific list

Hi all, 

I need your help for a specific sending. We have to setup a journey to send a report of customer who visited a specific shop to the owner of the shop.

The process to build the file to attach is:

How can I specify the contact list in the process? In the "To" section of the delivery I can only specify some recipient or the target set in the workflow. How can I build the target of the shop owner?

Furthermore, if possible I would like to send to specific shop owners contacts who have visited the shop if they are present in the exported file. In your opinion is it possible?
