this is out of box target mapping
i want to know when we use it?
what is the purpose of it
i cant see any channel associated with it

Lets say you have a file containing email address or mobile numbers to which you need to send email/SMS communication, and those records are not available in database (and you don't want to insert the records in recipient table). In this case you can use 'External File' target mapping and send communications to them.
