New Version of Campaign Fails to launch

We are successfully Using Adobe Campaign V8.5.2 without any issues. However I have just locally installed V8.6.4 and it fails to launch. I have tested both V8.5.2 and V8.6.4 on this Computer. V8.5.2 launches without an error. When I try and launch V8.6.4 nothing happens ie it does not launch.  I have tried this on multiple win 10 Machines and Works every time for V8.5.2  so reinstalling Windows is not an option,

 

When I check the Event Logs I get:

Any help would be appreciated

    Checked out this article below. This error isn't necessarily isolated to Campaign but a Windows specific error:

    You can also try performing a hard cache clear which seems to have also helped in the past:
    https://experienceleague.adobe.com/en/docs/campaign-classic/using/getting-started/starting-with-adobe-campaign/faq/faq-campaign-config

      Thanks Craig, Tried the sfc /scannow and it did find some corrupt files and it repaired them but still made no difference. I didn't expect it too as I have tried Campaign on 3 or 4 windows 10 machines with the same issue. I could not try the Hard Cache Clear as this is done from the Console and I don't even see the login screen to try and log in, Nothing happens for V8.6.4 when I click on the icon ( or even when I go to the directory and try from NTClient.exe
