How to apply an offer typology?

I am attempting to create and apply an offer typology.  In the ACC documentation

it shows applying the typology at the offer environment.  However, when i go to the environment i do not see the eligibility setting available in the screen shot below.  Does anyone know how to apply the offer typology in ACC V7?

Have you tried clicking on the "Environment" section here?
