Enable SUID for JavaScript libs

Hi,

I've created this feature using some sleight of hand, though would be good to have in the product proper.

Enable admins to mark specific javascript libs to run as their 'Created by' operator instead of the current operator.

This enables a wide range of functionality while tightening security- users will be able to perform specific whitelisted actions without needing broader permissions.
