Dynamic selection of email templates based on country, language of a recipient

We can allow dynamic selection of email templates based on country, language of a reicipient grabbed from a query activity. The idea is that there will be one common workflow and it will select the email template based on the recipient country, language criteria and send out the email.

I think we can leverage API's to create these workflows. 

Do we have any ideas here.
