Does the Administrator role in ACM/AEM required to be a person at Adobe?

If the administrator role is NOT required to be someone from Adobe, does licensing play a part is the administrator role assignment? For example, is a certain license required for administrator role to be on purchaser organization?

Is there a limit of the amount of administrators? Is there an administrator hierarchy, if multiple administrators can be assigned?

How do you assign an administrator?

This is usually explained  in the contract between the company and Adobe, depending on the package, my company can create unlimited administrators, but this was negotiated. I suggest you get in contact with your Adobe account manager.
